Arup leads decarbonisation of inter-island ferries in the Philippines

Commencing in May, the project takes a comprehensive approach to transition the domestic ferry sector, a critical public transport service, into a low-emission system. Our scope of work includes water transportation planning, maritime engineering and business advisory services.

Leveraging expertise from our Hong Kong, Manila, London and Singapore offices, we will integrate knowledge in transport, climate, sustainability and infrastructure to address complex challenges, including the fragmented and aging fleet, limited regulatory oversight, the high cost and technical barriers to adopting low- and zero-emission technologies. A key focus will be aligning efforts with national energy and transport policies, and fostering collaboration across sectors.

This initiative aligns with the Maritime Industry Development Plan (MIDP) 2028 and the nation’s Paris Agreement commitments. As the country’s first national ferry decarbonisation project, it will set a precedent for sustainable maritime transport in archipelagic nations, providing a roadmap and a scalable, replicable pilot model to guide investment and policy decisions. It also ensures safer, cleaner and more reliable water transport services for communities, particularly in underserved island regions, while advancing energy transition, climate mitigation and inclusive development.
